Background: The family of William Owen sued the City of Dearborn, Mich., and Agron Seiko for Owen's death in a Car Accident in February 2003. Seiko was driving his city-owned car to join the police in a chase for a stolen vehicle. He ran a red light at 60 mph and broadsided Owen's car. It was snowy outside at the time of the accident.Owens later died in the hospital from his injuries.
